Town Clerk

My name is Tara Stickles and I am a lifelong resident of the Town of Montgomery. I have 24 years municipality experience, 12 years as Town Clerk of the Town of Montgomery.

Currently I am a member of the Orange/Sullivan Town Clerk's Association, the New York State Town Clerk's Association, the New York Association of Local Government Records Officers and the Town of Montgomery Seniors Independence Project (TOMSIP). In 2012, I completed the requirements prescribed by the New York State Town Clerks Association to obtain the title of Registered Municipal Clerk and have been successful in maintaining the title.

On a personal note, I graduated from Valley Central High School in 1985. I then received an A.A.S. degree in Business Communications from SUNY Orange before embarking on the daunting task of raising a family. Upon reentering the workforce in 1996, I started as a water-billing clerk and the secretary to the Planning & Zoning Board of Appeals in the Village of Walden before moving on to the Town.

I have been fortunate enough to have been a part of a workplace where I received valuable knowledge, training and experience in all aspects of the Town Clerk's Office and I have proven my ability to excel as a team player as well as handling total responsibility for any key task. I am continually using my problem-solving and decision-making skills and am confident in my management ability, resourcefulness and ability to relate to others. One of the most rewarding aspects of this office is meeting and assisting so many of our Town residents. I've enjoyed the work immensely and enthusiastically accepted the full responsibilities as Town Clerk. I am a highly motivated professional with unlimited personal initiative as well as strong qualities of dependability and trustworthiness and am looking forward to continuing to serve the residents of the Town of Montgomery in the same proficient and courteous manner that they are used to.

It has always been my strong desire to run the Town Clerk's Office as professional and efficient as it has been done in the past and I will utilize my experience and training to accomplish this goal.

As always, when anyone walks into the Town Clerk's Office they will still be helped to the greatest extent possible, treated courteously and most likely leave with, at the very least, a smile.

Welcome to the Town of Montgomery Town Clerk's Office - a very friendly and efficient office serving the needs of all our town residents. Now available for you on our website are the many functions, activities and licenses available through the office of the Town Clerk. We have provided for residents the necessary information on obtaining New York State, as well as Town of Montgomery licenses, permits and other important records kept in the Town Clerk's Office.

TOWN CLERK DUTIES 

The Town Clerk's office is frequently considered the center of Town Government. It is not only the office, which is responsible for recording all the activities of the town government, but it is also, where documents and papers vital to the lives of its residents are filed. 

The Town Clerk is the custodian of the Town Seal, General and Primary Election Coordinator, Records Access Officer, Registrar and is also responsible for administering oaths of office. We seek to provide the best possible service for all our customers and we strive to keep the public informed of all that is going on in our town. 

Registrar of Vital Statistics: As the Registrar, the Town Clerk is responsible for maintaining all births and deaths that occur in the Town. These records are not open to the public for inspection. 

Filing Officer for the Town: The Town Clerk is responsible for keeping an accurate record of all Town laws, ordinances, resolutions, Town contracts, agreements, annual budgets, assessment rolls, fiscal reports, notices of lien, subpoena and court actions, bonds, proof of publications, resignations, and petitions. 

Recording Secretary to Town Board: The Town Clerk attends all Town of Montgomery Town Board meeting and keeps a complete and accurate record of the proceedings of each meeting. The Town Clerk is not a member of the Town Board and has no vote on any matters coming before the Board. 

Records Management Officer: The Town Clerk is the custodian of all permanent Town records and is responsible for managing these records (storage,retrieval)for all departments of the Town. The records are retained according to the New York State Archives Records Retention Schedule for municipalities. 

Issuing Agent for State Agencies: The Town Clerk issues the following licenses as an agent for New York State: Marriage, Dog, Conservation, Bingo and Games of Chance, Parking Permits for Persons with Disabilities. 

Records Access Officer: The Town Clerk is responsible for all Freedom of Information requests (FOIL). Fees are $.25 per copy. 

Election Coordinator: The Town Clerk works with the Board of Elections to oversee general elections in the Town.
